In short
Regulations on organisation, management and employee participation §3-19 allow shorter training for safety representatives and AMU members than the main rule when the parties have jointly concluded that it is sound, based on the nature and extent of the problems. This course is for workplaces where that joint assessment has been made, typically where the working environment problems are few and easy to oversee. The content follows §3-18 letters a to f, and you get the certificate the same day you pass and pay. If the parties do not agree, the main rule applies and the full course is the right choice.

Legal basis and sources
The course is built on these sources. The links go to the statute or to the supervisory authority's own guidance, so you can read the requirement yourself.
- Forskrift om organisering, ledelse og medvirkning §3-19
The main rule is at least 40 hours. Shorter training may be agreed when the parties jointly conclude it is sound, based on the nature and extent of the problems. The regulation sets no written-form requirement.
- Forskrift om organisering, ledelse og medvirkning §3-18
The content requirements, letters a to f, apply whatever the length. On top come the health hazards of chemicals and biological agents, and what matters most in the individual workplace.
- Forskrift om organisering, ledelse og medvirkning §3-21
The Labour Inspection Authority can order the employer to provide more extensive training when working conditions require it.
- Arbeidsmiljøloven §6-5 og §7-4
The employer must make sure safety representatives get the training they need and pays for it. Under §7-4 the same applies to members of the working environment committee.
- Arbeidstilsynet: Verneombud
The Labour Inspection Authority writes that the assessment of shorter training should be in writing and made jointly by the employer and the employees. If the parties do not agree, the 40-hour rule applies.
Shorter training under §3-19
Shorter safety rep training under §3-19, documented with a numbered certificate.
The course fits where the parties in the business have jointly concluded that shorter training is sound, given the nature and extent of the problems. The certificate documents the training. Whether shorter training is enough for you depends on the parties' joint assessment under §3-19, so write it down and keep it with the certificate.
Shorter than 40 hours, and says so
The course is basic training in a shorter form. We do not call it 40 hours, because it is not. If you need the full training, the 40-hour safety rep course is the right one.

Safety reps and committee members
Which course do you need?
The regulation requires at least 40 hours of training. Shorter training is only allowed when the parties in the business have jointly concluded that it is sound. You make that assessment, not us.

Questions about the shortened safety rep course
What must be in place before we choose this course?
The parties at the workplace must have jointly concluded that training shorter than 40 hours is sound for you. That assessment is yours to make, not ours. We have written a separate walkthrough of what §3-19 says, who the parties are and what the assessment should contain.
What does the certificate show?
The certificate shows the name, the course name, content and duration, the date and a unique number with a QR code for verification. It also states that the training is shorter than 40 hours, provided the parties have jointly concluded that this is sound under §3-19. It does not call the course 40 hours.
Do you have a template for the joint assessment?
Yes. The template walks through the points a good assessment should cover: who took part, what you emphasised and what you concluded. Keep it in the HSE folder with the certificate.
How long does the course take?
The course takes about 4 hours online, counting reading, knowledge checks and the final exam. You can pause and continue where you left off. We do not call it 40 hours, because it is not.
Can the safety representative take the 40-hour course later?
Yes. The 40-hour course is a separate course that can be started at any time, also after this course is completed. If working conditions change, a new safety representative is elected, or the Labour Inspection Authority orders more extensive training under §3-21, it is a natural next step.
When should we choose 40 hours instead?
When the parties have not made a joint assessment, when you are unsure, or when the workplace has conditions that call for more, such as hazardous chemicals, heavy lifting, violence and threats or a lot of change. The 40-hour course also has practical tasks at your own workplace, including a safety round with your manager, assessed by the course lead.
Is this course for low-risk workplaces?
"Low risk" is not a term in the regulations. The condition in §3-19 is that the parties have jointly concluded that shorter training is sound, based on the nature and extent of the problems. The Labour Inspection Authority writes that the assessment must rest on the risk conditions in the workplace, that the parties must have considered both the content and the extent of the training, and that the assessment should be in writing. The course therefore typically fits where the problems are few and easy to oversee and the parties agree. If they do not agree, the 40-hour main rule applies.
